[Enacted law] Oklahoma SB 1257 takes effect Sunday, November 1, 2026. I read the enrolled bill, and the effective date is in its last section.

Here is what it does. The bill adds tetrahydrocannabinols to Schedule I. It defines them to include substances chemically synthesized to emulate the THC in marijuana, and it names THC derived from industrial hemp specifically. The bill carves out industrial hemp with a combined delta-9 THC and THCA concentration of no more than 0.3% on a dry-weight basis, tested post-decarboxylation. That exception covers only hemp grown under the Oklahoma Industrial Hemp Program, and the bill says that hemp may be shipped intrastate and interstate.

My point is about timing. November 1 is a state date. It is not the federal November 12 date. Oklahoma's rule starts eleven days before the federal one.

[Enacted law] At the federal level, P.L. 119-37 §781, as staged by P.L. 119-103 §2019, has two dates. November 12, 2026 applies only to products with cannabinoids the plant does not naturally produce. The rest takes effect December 11, 2026.

[Pending rule] Oklahoma also has a proposed rule, OAC 35:30-24. Comments are open through November 16, and a hearing is set for 9 AM that day in Oklahoma City (app.ag.ok.gov/proposedrules). It is proposed, not law.

If you sell into Oklahoma, plan for November 1, not November 12. Read the enrolled text yourself: oklegislature.gov, SB1257 ENR.
