[Pending bill] On 10/26 I wrote that S4635 was not yet a December 11 law. That framing is out of date, so here is the update. S4635 passed the Senate 37-0 on October 22 and the Assembly 75-2 on October 29. I checked both votes on the NJ Legislature site. The bill has passed both houses and now waits on the Governor. Until it is signed, it is still a pending bill.

[Pending bill] If the Governor signs it, S4635 moves New Jersey's end date for intoxicating hemp beverages from November 13 to December 11, 2026. Its synopsis says it aligns state restrictions on hemp products and intoxicating hemp beverages with federal law.

[Enacted law] Until then, P.L.2025 c.215 controls, and so does its November 13 date. Nothing changes until there is a signature.

[Enacted law] For context, December 11, 2026 is when most of the federal hemp change takes effect under P.L. 119-37 §781, as staged by P.L. 119-103 §2019. The earlier federal date, November 12, applies only to products with cannabinoids the plant does not naturally produce.

My read is simple. Plan around November 13 as the date in force, and watch for the Governor's action. If the Governor signs, I will post the new date. You can follow the bill at njleg.state.nj.us (S4635; the identical Assembly bill is A5604).
