Both chambers have acted. Watch the desk. November 12 still governs.
As of Wednesday morning, September 2, 2026, both chambers of Congress have finished with H.R. 6500. That is new. It is still not a statute.
Congress.gov all-actions now records the House concurrence: September 1, 2:05 p.m. Eastern, the House suspended the rules and agreed to the Senate amendments, 370-48 (Roll no. 286). The motion to reconsider was laid on the table. The tracker sits on Resolving Differences. The next two lights - To President, Became Law - are not lit. There is no Public Law number.
The Clerk's vote page now publishes the tally the XML did not have on Tuesday afternoon: 370 yea, 48 nay, 14 not voting. That count is real. It does not enroll the parchment, present the bill, or sign it.
The live federal hemp date is still November 12, 2026, under P.L. 119-37, Division B, section 781. A House Appropriations press release that the measure "will now be sent to [the] desk" is a press release. It is not the Congress.gov presentation line, and it is not a White House signing.

What to watch, in order
Three lights, in this order. Do not skip them.
Enrolled. The enrolling clerk produces the parchment that matches the Senate-amended text the House just agreed to.
Presented. Congress.gov lights To President. Until that line exists, "on the President's desk" is a recap, not a record.
Signed. Became Law lights, and a Public Law number appears. That is the only fact that moves section 781.
White House presidential-actions as of this morning's check still has no H.R. 6500 signing. Absence there is not a veto. It is simply not signed.
A schedule is not a vote. A vote is not enrolled text. Enrolled text is not a presentation. A presentation is not a signature.
Dual-map the SKU now. Do not date the catalog to December.
If - and only if - enrolled text is signed as written, Senate section 2019 does two clocks, not one. Until that signature exists, both clocks are still November 12.
Track A (live law, today): every hemp SKU maps to November 12. Total THC including THCA. 0.4 mg combined total per innermost container. The outside-the-plant and not-naturally-producible exclusions in section 781. This is the column you ship on.
Track B (contingent, not law): if the signed CR matches the engrossed Senate amendment, most of those section 781 changes would wait until December 11, 2026. The carve-out would not. Products described in paragraphs (1)(C)(ii)(I) and (1)(C)(iv)(I) of 7 U.S.C. section 1639o as amended - CRS: intermediate and final hemp-derived cannabinoid products that contain cannabinoids not capable of being naturally produced by a cannabis plant - would still fall out of hemp on November 12. Converted / non-natural synthetics do not get the extra 29 days even after a signature.
Build Track B as a second column. Do not overwrite Track A. Do not tell a retailer December 11 is the date. Dual-track inventory only.
Do not collapse this vehicle with H.R. 9770. That House-passed CR still has no hemp delay.
What this morning does not change
I am not writing that Congress delayed hemp. I am not writing that December 11 is the federal date. I am not writing that a 370-48 concurrence, a chairman's press shop, or a news "desk" headline is Public Law.
Texas DSHS Schedule I for manufactured non-delta-9 isomers remains in force. No filed TRO. Do not reopen Texas. Virginia's 2 mg cap has been in force since August 15. Square's October 15 catalog pull is still processor policy.
Personal thoughts
The screenshot economy will treat "both chambers done" as ink. The honest clock is the enrollment desk. If To President lights this afternoon, we still wait for the signature. If Became Law lights, we date Track B to that Public Law and we still date synthetics to November 12. Until then, November 12 is not a mood. It is the statute.
